It is suggested that rotating low-density neutron stars undergoing
accretion can account for many of the features of Cen X-3 and Her X-1.
The binding energies of such stars are computed for several equations of
state. All the computed models are bound with respect to O-16,
indicating that they might be formed in close binary systems.
