We discuss a spectrometer to measure neutron fluxes at the level of 10-7 cm^2 s-1 in the energy region of 1 - 15 MeV. The results of measuring the fast neutron background in the SAGE underground laboratory (BNO, Russia) and preliminary results of the fast neutron background in Pyhasalmi mine (CUPP project, Finland) are presented. In addition, a spectrometer is being developed that will have high energy resolution, estimated to be 10% for 14 MeV neutrons. It will be sensitive to fluxes from 10-6 to 10^6 cm^2 s-1 above a threshold of about 1 MeV in a gamma-background of up to 10^4 s-1
