Deep River and Goose Bay neutron data, taken over a wide range of bands of the primary rigidity spectrum, are averaged to study the secular changes of the cosmic-ray solar diurnal variation. A dominant 11-year periodicity wave was observed, with the upper limiting rigidity varying in a 22-year cycle, thus contradicting the present conception of the 22-year vector being directed along the local direction of the interplanetary magnetic field. Furthermore, the angle made by the 22-year wave with the 11-year wave is found to be substantially larger than 38 deg, though less than 90 deg. Based on previous data from the surface and underground muon monitors at Hobart, Tasmania (1958), it is suggested that the radial component at high rigidities may be different in origin from that at lower rigidities.
