The local time dependence of variations in the flux of energetic electrons (energy greater than 2 MeV) in the near-earth magnetosphere during a substorm is investigated. Flux measurements were made by the space environment monitors on board the synchronous meteorological satellites GOES 2, GOES 3 and GMS, covering a range of approximately 10 hours local time. During substorm events indicated by low-latitude positive bay aspects in ground-based magnetic data, the simultaneous satellite observations demonstrate a local time dependence in particle dynamics. The onset of the expansion phase of a magnetospheric substorm is characterized by a flux increase in a wide longitudinal area of the nightside which follows a flux decrease extending from the afternoonside through midnight to the dawnside associated with an increase in magnetic field intensity. On the afternoonside, the substorm signature is a small flux decrease during the expansion phase associated with a decrease in magnetic field intensity, suggesting different mechanisms for the flux decreases in the afternoon and nighttime sectors.
