The authors stress the interest for many purposes of very accurate links among the different astronomical reference systems, and in particular between the one defined by astrometric star catalogues and that bound to the Earth. They propose to realize such a link by using an astrometric space-borne telescope, similar to that projected for the HIPPARCOS mission, to observe Earth-bound laser beacons pointed towards the sky. The authors describe the general features of the required optical system and of the optimal orbital and attitude configuration of the spacecraft. An order-of-magnitude estimate of the main sources of error gives an accuracy of few thousandths of arcsec for each angular measurements, implying significant improvements in the knowledge of some interesting physical quantities like the constants describing precession, nutation and polar motion.
