A theory has been developed for line overlap and its influence on level populations of interstelar molecules, using OH as an example. Including Gaussian lineshapes and both accelerative and decelerative bulk flows, an expression for the degree of overlap between pairs of transitions is derived. This quantity is incorporated into the standard equations of radiation transport using the escape probability formalism, including all multiple overlap phenomena. The theory is illustrated in the special case of constant velocity gradient by calculation of OH maser inversions using the Sobolev approximation and an extensive model of the maser zone. The results exhibit qualitative agreement with existing theories of line overlap in particular with regard to the enhancement of 1612-MHz inversion.
