A survey for emission-line quasars is presented for an area of 2.1 sq deg that yields 23 new quasars. The survey area includes a field for which complete counts are given for all stellar objects to a blue-magnitude limit of 24.1. Unless very strong luminosity evolution occurs for quasars, virtually all stellar objects at high galactic latitudes with m fainter than 23 are quasars. Without luminosity evolution, the surface density of quasars must increase so rapidly with magnitude that the Space Telescope will see two quasars per sq arcsec.
