We formulate a necessary and invariant condition for a magnetic field to thwart neutralization of a collapsed object by charge-selective accretion. This local requirement allows for highly relativistic velocities, complementing a previously developed global criterion based on the guiding-center approximation. It is used to generalize a proof that an isolated black hole cannot increase its charge by homopolar induction. Magnetic fields also affect another process that limits the charge of a collapsed object, spontaneous pair creation. This paper expresses invariantly the rate of pair production and the region in which it can lead to discharge.
