During mid-1982 large fluxes of solar energetic ions at MeV energies were sampled within the earth's magnetosphere by the University of Chicago Phoenix-1 cosmic ray experiment on the low-altitude, polar-orbiting S81-1 satellite. Simultaneous measurements at mid-latitudes of 10 - 50 MeV/amu, penetrating solar ions in the He - Fe charge range and of protons above 0.5 MeV indicate significant probability of SEP particle access deep within the magnetosphere and below nominal magnetic rigidity cutoffs.
