The possibility that the luminous arcs observed in galactic clusters result from reprocessing of light in a gaseous layer inside the clusters is examined using a light-echo model. Current observational constraints are used to obtain limits on the parameters of the gaseous layer, and it is concluded that the layer must be clumped. Reprocessing occurs in dense cold clouds photoionized by a QSO burst of radiation. The predicted spectrum is one of a highly ionized plasma that undergoes radiative cooling. The emission-line regions in QSOs and PN are similar in some respects to those of the arcs. Important differences which exist are pointed out. In particular, the expected line widths are much smaller than those of typical lines in QSOs. The required layer parameters match rather well those of a very large disk galaxy.
