Studies the energy shift of photons which are propagating through the Tolman spacetime embedded in the Friedmann universe. The author derives the exact photon energy shift formula for the Tolman spacetime. Considering the Tolman spacetime as a single spherically symmetric perturbed structure whose center is located between the last scattering surface and an observation point, the author calculates an approximate expression of the CMBR fluctuation ΔT/T up to the first order of Δ0 and |Δu|. The author finds that, depending of the exponents of the profile of density contrast, there are redshifts where the total energy shift vanishes and these redshifts are also dependent on the cosmological density parameter.
