As the luminosity at RHIC increases more selective Level-1 triggers will be required by PHENIX in order to pursue a physics program based on rare events. I will describe three new Level-1 trigger systems that will be implemented for RHIC Run-3 based on the PHENIX Muon Identifier system, the electromagnetic calorimeter and ring-imaging cerenkov counter, and a minbias trigger system for proton running. All three of these trigger systems will be implemented in the same hardware using a new set of trigger electronics designed at ISU. These new Level-1 systems utilize high logic density FPGA's and are entirely reprogrammable, allowing tremendous flexibility in future development of Level-1 triggers for the PHENIX physics program.
