The results of numerical computations of the evolution of small metric perturbations in an open universe, filled with collisionless relativistic particles and dust, are presented. It is shown that taking into account the gravitational influence of the density perturbations of relativistic particles on the perturbations of the metric enables to bring into agreement the available data on the fluctuations of the temperature of the relic background with the adiabatic and entropy theories of the formation of galaxies.
