The requirements for the matter density fluctuation spectrum from the standpoint of the conformity of predicted and observed characteristics of the large-scale structure of the universe are analyzed. A spectrum is found for which the calculated correlation functions of galaxies and their clusters, large-scale galactic fluxes, and great attractor models are consistent with the observed quantities, and which agrees with present-day constraints on background radiation anisotropy.
