The necessary conditions for optimality are developed for impulsively transferring a vehicle from an arbitrary point on an initial orbit to an arbitrary point on a final orbit that passes over a specified landing site on the attracting body. The plane of the orbit passing over the landing site is optimally determined. Primer vector theory is used to achieve the solution. Examples are presented for transfers between the Cislunar libration point and various landing sites of current interest to the scientific community.
