A theory for the production of relativistic particles in supernova outbursts is outlined. Charged particles would initially be accelerated by radiation, and then, as the nebular remnant expands, further acceleration would occur at magnetohydrodynamic shock fronts. The problem of equipartition between the magnetic-field and relativistic-particle energies is discussed. A possible mechanism is suggested for maintaining the turbulence in the nebula.
