Using data on interaction cross sections, the kinetics of ionospheric electrons in an electric field is investigated numerically with allowance for all possible interaction channels in the single-particle approximation. Calculations are performed for the typical neutral composition of the E-region. The necessity of including the anomalous resistance in the E-region is demonstrated, and the domain of the applicability of the commonly used cooling function is defined.
