Kinetic theory of the rotating Vlasov plasma is developed. A general
expression for the perturbed part of the distribution function is
derived and the electrostatic mode is investigated in particular.
Applications of the results in pulsars, active galactic nuclei, and the
early universe scenarios are mentioned.
