Kinematic features are identified for the flare active region that existed on the sun in March 1989. The variation of the relative positions of the centers of gravity of sunspot umbrae of different polarities is associated with the flare activity of the region. Two kinematic elements, vortical and centrifugally sheared, are clearly identified in the sunspots' proper motions. In addition to the suspots' regular motions there are chaotic ones, whose amplitude significantly exceeds the measurement errors.
