An increasing body of evidence indicates that the apparent HI rotation curve in the Galaxy's bulge, with its distinctive peak at R = 500 pc and abrupt fall thereafter, cannot be reconciled with the distribution of light or mass under the assumption of purely circular gas motions. Modern models of the galactic center gas distribution take the approach that the inner region is pervaded by a combination of circular and non- circular motions of nearly equal amplitudes, caused by a bar or other large-scale phenomena; however, the rotation curve is also being used to construct mass models, even though it is known implicitly that this is not proper. We take an observational approach to understanding the HI data used to construct the rotation curve, and demonstrate that the envelope of terminal velocities, while it may give the illusion of harboring a signature of pure rotational motion, is in fact contaminated by strong noncircular motions. There have been many attempts to understand all or part of the inner-Galaxy gas patterns in terms of various causative phenomena, most usually bars. These efforts, which offer a wide variety of conflicting inner-Galaxy geometries, are summarized.
