The paper deals with an experiment in which two Cerenkov scintillation counters were carried to an altitude of 35 km, one counter pointing downward and the other in the horizontal direction. The telescope detected splash albedo electrons with energies greater than 10 MeV and protons in the energy range between 400 and 1200 MeV. The results of the experiment are tabulated, diagrammed, and discussed.
