This paper introduces the IUE satellite and reviews research work on quasar UV spectra during the last ten years. The 3000 Å bump of the quasar continuum may be interpreted by recombination emission of the Balmer continuum. It is shown that a strong anticorrelation between the equivalent widths of the C IV emission lines and the continuum luminosities of quasars, i.e. so called "Baldwin effect", is due to the correlation between the continuum luminosities and the ionization parameters. For 3C 273 and 0916+558 it is shown that the temperatures of H I regions in the clouds with broad emission lines are 9000 - 12000K and 10000K respectively. The peak wavelength of a blackbody spectrum with the temperature ≡104K is around 3000 Å, which provides a new way to explain the 3000 Å bump.
