We propose continued studies of interstellar matter (H I content, heavy element depletions, and grain extinction) in the "local" medium, the disk, and halo. We will use distant OB stars and nearby white dwarfs as background sources. By profile fitting Ly-alpha and by curve-ofgrowth analyses, we will study correlations of heavy element depletions (Fe, Si, Mn, Zn, Mg, Co, Ni, Al) and gas content with distance, galactic longitude, and galactic scale height. In addition, we will develop a new technique of deriving H I column densities from low-resolution Ly-alpha data, thereby pushing our survey into distant heavily reddened regions such as the Cygnus rift. The main scientific goals of these abundance and gas content surveys are to provide basic knowledge on the structure, metallicity, and thermal characteristics of the interstellar medium. Correlation studies with E(B-V), galactic coordinates (1,b,d), and mean line-ofsight density N(H I)/d may distinguish between competing theories of grain formation. Ultimately, these studies will have implications for EUV/soft X-ray opacities to extragalactic sources and for studies of quasar absorption line systems.
