PSR J1718-3718 is a radio pulsar with a magnetar-strength magnetic field. A serendipitous Chandra observation resulted in a detection of a likely X-ray counterpart with a thermal spectrum resembling the transient magnetar XTE J1810-197 in quiescence. However, given the limited statistics, the spectrum is also consistent with that expected from passive cooling. We request XMM observations to detect pulsations, improve the spectral parameters, and search for variability, all of which will help us distinguish between these two possibilities. The requested observations represent a crucial step in understanding the mysterious relationship between radio pulsars and magnetars.
