The conditions that need to be imposed on cosmological solutions of the Einstein field equations in order to permit the propagation of electromagnetic waves are considered. It is shown that Maxwell's equations do not have solutions in cosmological backgrounds with harmonic time dependence for any scale factor a(t), but only for some special forms of it.
