The basic equations for ion propulsion systems are derived, taking into account a use under the vacuum conditions of outer space and an employment within planetary atmospheres. The various types of ion propulsion systems are compared with each other and with conventional rocket engines. Experimental studies involving atmospheric propulsion systems are reported. The experimental data are compared with theoretical results. Advances related to the development of light-weight electrostatic or electrohydrodynamic generators are expected to make a practical utilization of the atmospheric ion propulsion systems possible.
