The paper presents a block diagram and gives a detailed description of the RGS-1 X-ray and gamma-ray spectrometer, which is based on units of proportional and scintillation counters. Consideration is given to functional design, recording efficiency (studied as a function of energy), and the design and output characteristics of the data converters. The spectrometer was installed on the Prognoz 4 and 5 satellites; some preliminary results are presented on the solar events of 28 November 1976.
