A combined analysis of hadron and photon components of families with energies up to 5 x 10 to the 16th eV observed at the Pamir facility is presented. It is shown that the behavior of the family characteristics does not reveal a dramatic violation of nuclear-interaction properties during transition to higher energies as observed by Ivanenko and Managadze (1984). In addition, the quasi-scaling model used here correctly describes the experimental characteristics in a wide energy range.
