Prognoz-satellite data were used to study the background intensity of protons in the 1-4.5 MeV energy range present in interplanetary space in the absence of solar cosmic ray bursts. Information on the origin and properties of these protons is derived from an analysis of their fluctuation-power spectra; a correlation analysis of the data involves investigation of the relation of proton fluxes to fluxes of galactic cosmic rays, interplanetary magnetic field strength, and solar activity index.
