The possibility of detecting comets passing within one or two AU of the transmitter using a modest extrapolation of current phased-array radar and massively parallel processor computer technologies in the outer solar system or interstellar space is discussed. It is shown that such an undertaking is possible, albeit difficult, which sheds some light on the 'Fermi question' and the ability of civilizations to expand into space.
