The strong 2200 A interstellar absorption band is interpreted as the 2p4(1D)2p 2P0-2p4(1D)3d 2DPS resonance in an O(-) photo-ionization continuum, on the basis of an extrapolation of wave numbers of an iso-electronic sequence. The number of negative oxygen ions per sq cm is found to be about 6 times 10 to the 16th power E(B-V), from a comparison of the strength of the interstellar-extinction discontinuity at the 2p5-2p4(3P)Es O(-) ionization limit with the known absorption coefficient per O(-) ion. The oscillator strength that belongs to the amount of true absorption in the band-wavelength region is then estimated to be of the order of two.
