A statistical analysis of a sample of 408 MHz variable sources has been performed with low-frequency VLBI data. The purpose of the investigation is a test to the refractive interstellar scintillation theory and the determination of parameters of the interstellar medium. Evidence is found of a galactic modulation of variability events with time-scale of the order of less than one year.
