From currently available data, a catalog of temperature-dependent absolute H-beta extinctions and distances of planetary nebula has been prepared. These data have been used to transform FitzGerald's (1968) three-dimensional color-excess distribution to one in absolute absorption at the frequency of H-beta (4861 A). The resulting absorption distribution is adequate to calculate the observed planetary extinctions. It also provides a basis for calculating stellar distances independently of the ratio of total-to-selective absorption. Such calculations lead to a value of this ratio for each object studied.
