Cosmos-900 data on a VLF-hiss burst observed on December 1, 1977 during a moderate substorm are examined. It is found that the necessary condition for the generation of subauroral bursts of VLF hiss (1-9 kHz) is the expansion of the electron belt (with electron energies above 10 keV) and its collision with the plasmasphere during substorms. The probability distribution of VLF observations with respect to magnetic-strom phases and Kp values is explained by different dependences of the L-coordinates of the plasmapause and inner boundary of the electron belt on Dst and AL. The form of the VLF frequency spectrum depends on the substorm phase, the energy spectrum of precipitating electrons, and the latitude of the precipitation region.
