Preliminary issues related to the search for extraterrestrial intelligence (SETI) are examined to define potential public reactions to variations in extraterrestrial signal content. A typology of possible signal characteristics is set forth that would shape public reaction to such a discovery. Attention is given to the SETI Protocol Agreement and other methods for announcing SETI discoveries, and statistics are reviewed regarding scientific and public opinions about the implications of a SETI discovery. The certainty of ETI signals is related to certainty, clarity, sensory accessibility, activity level, and intentionality, and the policy implications of signal typology are discussed. The typology is concluded to demonstrate the need for a committee for contact verification and interpretation that would provide advice on the release of information to the public.
