Grounds are given for the hypothesis that the variability of the X-ray emission of type 1 Seyfert galaxies and quasars is due to the absorption of emission of the central source by clouds yielding the emission spectrum. It is shown that this hypothesis enables one to explain the characteristic time of the X-ray variability and the amount of variation of the flux. The importance of making systematic observations of Seyfert galaxies and quasars in the X-ray range for the investigation of the physical conditions in the emission clouds is pointed out.
