Recent results on small-scale variations in 21-cm neutral hydrogen absorption and emission at intermediate and high galactic latitudes are presented, emphasizing variations in temperature and density along and perpendicular to the line of sight. Arguments are given against the 'cloudlet' model and an extreme form of the 'two-phase' model; the data are then examined in terms of a less extreme empirical model. An average emission profile for cloud material that is not strongly absorbing is derived and used to 'overcorrect' (downward) the measured temperatures of the cloud material. It is found that the uncorrected and overcorrected temperatures are fairly close.
