RECENT correspondence by McCrea1,2 and Davidson3 has been concerned with distinguishing between steady-state and evolutionary type cosmologies. In particular, McCrea1 has suggested that there is a fundamental inability to distinguish experimentally between the two types, and that this fact should be built into any satisfactory cosmological theory. It is shown here by considering a gravitational formulation of Mach's Principle that it is possible to incorporate this indistinguishability directly into cosmology.
