The luminosity distribution of a sample of 221 Galactic open clusters has been derived from the integrated cluster parameters in order to study the cluster formation and history. Emphasis is given to the sharp cutoff at I(Mv) = -2.0 m; it is concluded that the cutoff is not due only to selection effects. The surface density of the clusters for different magnitude intervals is obtained along with a relation between I(Mv) and surface density which yields a steeper slope than that obtained by van den Bergh and Lafontaine (1984).
