A new method of solar active regions diagnostics and evolution is proposed. The method is based on integral parameters using precise data on fields of brightness, velocities, magnetic forces etc. A search of basic and fundamental parameters is fulfilled and applied to the available observations. The results demonstrate a possibility to get a quantitative description of active region state helping their classification, investigation of their evolution and general properties. It is important, that nearly all independent parameters display an acute reacion to the impulse processes like flares. Also it is suggested that the flare events are not local phenomena, but they are connected to the active region acivity as a whole.
