In this paper the difficulties in detecting and characterizing exoplanets are described and a potential solution is presented. Polarimetric differential imaging at the level of 10^{-5} or better is possible, even for applications limited by photon noise, but special care is required in compensation and calibration of the instrumental polarization. In CHEOPS, short for CHaracterizing Exoplanets by Opto-infrared Polarimetry and Spectroscopy, the main contribution to the instrumental polarization was found to be the M3 Nasmyth folding mirror. A compensator will likely reduce the polarization to below 10^{-3}.
