The simulation of inertial reference system determination through observation of minor planets is discussed. The suitability of this determination method for the Hipparcos program is considered. Fifty planets brighter than magnitude = 13 were observed, assuming undisturbed two-body orbits during satellite scanning. System rotation and Earth orbital elements were studied. Best determined elements are those defining the plane of the ecliptic and the system rotation around the axes in the ecliptic. Element uncertainties are insensitive to choice of planet, but mean errors decrease with increasing mission length and number of planets observed. For Hipparcos, at least 25 planets are suggested. For final reductions an improvement in positional accuracy to 0.5 arcsec is needed to avoid slit ambiguities.
