Indices which are presently used in studies of the ionospheric response to solar-cycle epoch are described, and the considerations used when the 'best' of these indices should be chosen for the reference maps of the monthly median values of foF2, foE, and foF1 are presented. These indices include solar indices, based on solar radiation and representative of the position within the solar cycle; ionospheric indices, determined from the mean trends in ionospheric characteristics at key sounding stations throughout the world; and mapping indices, obtained by interpolation/extrapolation among specific once-and-for-all maps of values for reference epochs. It is noted that the use of a wrong index will result in mapping efforts which will be only partially successful.
