Systematic radio studies of the upper atmosphere from the ground started over fifty years ago with the pioneer experiments of Appleton and Barnett (1925). The most important development in recent years in ground-based sounding has been the introduction of 'incoherent-scatter' radar. A description is presented of the development of incoherent-scatter radar and its application to studies of the high atmosphere. The parameters measured by this new technique are examined, taking into account electron density, the ratio of electron and ion temperature, the ratio of ion temperature and ion mass, the ion mass, plasma velocity, ion-neutral collision frequency, the spectrum of suprathermal electrons, and electric current density. Parameters derived from the measurements are related to the electric field, ionospheric conductivities, neutral wind velocity, neutral temperature, and the downward flux of heat from the exosphere. Attention is also given to the method of observation, incoherent-scatter facilities, and current developments.
