A full kinetic theory of incoherent scattering from dusty plasmas is presented with applications to the Millstone Hill measurements of the artificial dusty plasma created by the Charged Aerosol Release Experiment (CARE). In addition to the ion and plasma lines, a third much narrower line associated with the dust appears. The width of the dust line is at most on the order of the dust acoustic speed, which for the micron sized particles produced by CARE is much too narrow to resolve. Nonetheless the addition of the dust line will substantially increase the total scattered power, especially when the dust accumulates many elementary charges or when the dust grain separation becomes smaller than the Debye length. This enhanced ISR effect was once proposed as a theory of the polar mesospheric summer echoes, but has lost popularity due to the small amount of charge on ice particles in the mesosphere. The much larger particles produced by CARE, however, will accumulated much more charge and thus this effect is important. The presence of dust will also change the shape of the ion and plasma lines. When a significant portion of the negative charge resides on the dust, ion acoustic waves will become enhanced in a manner which is similar to when the electron to ion temperature ratio is increased. Thus the amount of charge residing on the dust must be derived from relative amounts of power in the dust and ion lines before other plasma parameters can be extracted from fits to the ion line. Further complications in the shapes of the ion and plasma lines due to grain charge fluctuations are also considered.
