The precision in determining corrections to the orbital elements of the earth and minor planets as well as corrections of the equinox, equator, and systematic errors in the fundamental catalog are examined on the basis of hypothetical optical and radar observations of the minor planets. The mutual correlation of unknowns is analyzed, and the intensity and duration of observations are shown to be most significant in improving the calculation of orbital parameters. Conditions are outlined which allow improved precision in determining corrections to the equinox.
