We describe a statistical framework for using limited numbers of N-body simulations to build a model for the sample variance distribution of the nonlinear matter power spectrum. Our preliminary model retains the common assumption of a multivariate Normal distribution for the power spectrum band powers, but takes full account of the (parameter dependent) power spectrum covariance in the nonlinear regime. This machinery can be used to improve the accuracy of cosmological parameter constraints obtained from galaxy clustering and cosmic shear surveys.
