The theory of hydrogenic spectra for combined static and dynamic electric fields is reviewed. The important spectral modifications arise when the level of the dynamical field is high and its frequency is nearly resonant with the static Stark split sublevels of hydrogen. Observable effects include line broadening, satellite formation and polarization changes. Possible diagnostic applications include fusion related, solar and dense plasmas.
