An analysis is given of the distortion of the dynamics of hydrogen recombination that would be introduced into a standard model universe by the evaporation of low-mass (mass less than 10 to the 17th g) primordial black holes. Limits are placed on the density distribution of these objects; they are consistent with the parameters of the adiabatic theory of galaxy formation.
