The recent publication of two extensive, high-resolution, galactic 21-cm line surveys, covering both the northern and southern galactic plane regions, draws attention to the long-standing temperature scale problem. The early Dutch and Australian surveys had temperature scales differing by 28%. The more recent surveys show a disagreement of over 40%. New data taken recently in Australia indicate that the temperature scales of the published Australian surveys are high by a factor of 1.28. The new Maryland-Green Bank survey, the new Parkes survey, and the Berkeley survey are shown to agree with each other to within 5%, which allows us to establish a common scale for these surveys.
